ANGLOPHONE CRISIS: MINISTER LAURENT ESSO APPLIES PRESIDENTIAL INSTRUCTIONS

The minister of state, minister of justice, keeper of the seals, laurent esso on Tuesday 2 may 2017 has presided over the first gathering of the working groups in charge of conducting capacity building sessions and the two joint commissions minjustice/minesup/minfopra. He had put them in place two weeks ago. he was accompanied in this task by the minister of higher education, jacques fame ndongo and the minister of public service and administrative reform, anguing ange michel.

 

This meeting comes as a result of the instructions the president of the republic had given to the government to provide short and medium-term solutions to the demands expressed by some english-speaking lawyers relating to the functioning of the cameroonian judicial system.

in his introductory word, the minister of state has recommended the members of the work group and the joint commissions celerity in the accomplishment of their delicate task in the relatively short time allotted for their work. he furthermore congratulated them for their respective competences and urged them to show proof of professionalism, sense of duty, seriousness and urgency.

before the effective start of the work, the minister of state, minister of justice, keeper of the seals, laurent esso appointed the secretary  general of the ministry, justice george gwamesia nyonkaha to coordinate the activities on his behalf. while his colleagues the minister of higher education and the minister of public service and administrative reforms on their part appointed respectively the director of academic affairs and the inspector general from their two administrations.

the working group created by order N° 184 mj/dag/sdpj/sfs of 19 april by the minister of state, minister of justice, keeper of the seals is comprised of 23 members amongst which the chairman (minister of state, minster of justice), the vice-chairman (minister of higher education), fifteen (15) members (supreme court, minjustice, minesup of central administration, the universities of yaounde ii, buea and bamenda) and a technical secretariat (comprised of 5 persons from minjustice and minesup). They are in charge of putting in place and of the follow-up of the capacity building sessions for anglophone jucidicial staffs.

The joint commission minjustice/minesup/minfopra n° 276 of 19 april 2017 by the minister of state, minister of justice, keeper of the seals, the minister of higher education and the minister of public service and administrative reform. this commission is comprised of thirty-five (35) persons amongst which the chairperson (minister of state), two (2) vice-chairpersons (minfopra, minesup), eighteen (18) members (minjustice, minesup (central administration)),the universities of yaounde ii, buea, bamenda et douala and a technical secretariat comprised of eight (8) persons (minjustice, minesup and minfopra). this commission will be in charge of preparing the curricula of legal courses for judicial careers.

the joint commission minjustice/minesup/minfopra N° 275 of 19 april 2017 by the minister of state, minister of justice, keeper of the seals, the minister of higher education, and the minister of public service and administrative reform is comprised of 35 persons as well. this commission is comprised of 35 persons amongst which the chairperson (minister of state), two (2) vice-chairpersons (minfopra, minesup), twenty-three (23) members (minjustice, minesup (central administration), the universities of yaounde ii, buea, bamenda et douala ), enam) and a technical secretariat comprised of nine (9) persons (minjustice, minesup and minfopra). They will be in charge of preparing the course content for training programmes for students of enam.

The two joint commissions have been allocated a period of five (5) and six (6) months respectively to render their work.
