it is now a ritual at the ministry of Justice. this year again the annual meeting of heads of courts of appeal and the annual meeting of regional delegates of penitentiary administration were coupled for the third time consecutively. the minister of state, Minister of justice, keeper of the seals, laurent eSSO personally chaired the event. he was assisted in this task by the Minister delegate to the Minister of justice, jean pierre fOGUI and of the secretary of state to the Minister of justice in charge of penitentiary administration, doh jerome penbaga. the Minister of state also had the support of special guests like the chief justice of the supreme court, daniel mekobe sone, the procureur general of the said court, luc NJODO and the secretary general of the higher judicial council, fouman akame.

this traditional event which took place from the 21st to the 22nd december 2017 at the Conference hall of the ministry of justice was the occasion for the judicial and legal officers as well as the officials of the penitentiary administration to come together and discuss matters and challenges common to the particularities of their fields. participants came from all over the ten regions of country. This edition focused on three themes. theme 1; functioning of courts in a context marked by threats on security and social peace. theme 2; functioning of prisons in a context marked by threats on security and social peace. theme 3; role of the judiciary in the electoral process.
in his opening speech, the keeper of the seals reminded to all the contributors that the themes retained for deliberations aimed at keeping the judiciary abreast of the particular context of the country these days. a context in which despite everything, legal officers are called upon to rule, make decisions which will necessarily have an implication on the functioning of the cameroonian penitentiary system. more so, he also saluted the professionalism, courage and commitment showcased by the judicial and legal officers as well as the penitentiary administration staff, especially those from the jurisdictions of the far north, north west and south west courts of appeal with the prevailing crisis in these regions.

furthermore, the minister of state, minister of justice, keeper of the seals reminded to the legal and judicial officers their duty of loyalty towards the nation and its citizens. most specifically of the fact that they are at the service of the republic of cameroon to which they have pledged to “render justice impartially…without fear, favour or malice….”
after two days of deliberations and active work, participants parted on the 22nd of december 2017. during the short closing ceremony to crown up the activities, the minister of state, minister of justice, keeper of the seals, laurent eSSO acknowledged the active participation of the attendants and expressed the gratitude of the chancellery for their effective presence.
as a way forward, as concerns their security, the heads of courts of Appeal and penitentiary administrators notified the fact that, in general ,the functioning of their jurisdictions did not suffer many disturbances. They however requested the reinforcement of security measures in terms of human and material resources. About their role in the electoral process, legal and judicial officials were encouraged to render justice impartially despite the delicate context pertaining to security issues.
before wishing them well and extending his seasons greetings to the participants and their families, minister of state laurent eSSO urged the heads of courts of appeals and delegates of penitentiary administration of the 10 regions of cameroon to ensure that the conclusions arrived at after deliberations should be extended to personnel under their authority to ensure the betterment of the judicial system in cameroun.
