PRESENTATION OF THE DEPARTMENT OF HUMAN RIGHTS AND INTERNATIONAL COOPERATION

The Department of Human Rights and International Cooperation was created thanks to Decree No. 2005/12 of 15 April 2005 to organize the Ministry of Justice. Following Decree No. 2011/408 of 9 December 2011 to organize the Government, which also entrusted the Minister of Justice with the monitoring of Human Rights issues, this Department was maintained in the organizational chart of the Ministry of Justice. This was made through Decree No. 2012/389 of 18 September 2012 to organize the Ministry of Justice.
The Department of Human Rights is under the authority of a Director, he is assisted by a Sub-Director for Human Rights and a Sub-Director for International Cooperation. Each of these Sub-Departments comprises two Assistant Research Officers. In addition to the Head of the card index and filing Office, there are personnel posted to the Secretariat and many Government Contract Officers.
Regarding duties assigned to it, this work unit is responsible for following up:
-Human Rights related issues, the fight against torture, cruel, inhuman or degrading treatments and cooperation, especially with international partners of the Ministry of Justice, in coordination with administrations and institutions concerned;
- the implementation of international conventions and bilateral agreements relating to human rights and which concern the prevention and repression of crime, the treatment of offenders, the repression of crimes against humanity, war crimes and genocide and all other Human Rights violations in conjunction with administrations and organizations concerned;
-the activities of the International Court of Justice, the International Criminal Court and the United Nations High Commissioner for Human Rights, in conjunction with the Ministry of External Relations;
-the activities of the National Commission for Human Rights and Freedoms.
The Sub-Department for Human Rights is responsible for:
- evaluating the situation of Human Rights in Cameroon;
- drafting the annual Report on Human Rights in Cameroon;
- monitoring and coordinating activities of the Ministry of Justice as regards the implementation of national and international rules relating to the promotion and protection of Human Rights;
-preparing and coordinating State’s defence before international Human Rights organizations, especially jurisdictional and non- jurisdictional mechanisms of the United Nations , the African Union, the International Criminal Court, in conjunction with the administrations concerned;
-informing and raising awareness of administrations, public and private institutions, personnel of judicial and penitentiary administration personnel on standards of the promotion and protection of Human Rights;
-acting in conjunction with the National Commission on Human Rights and Freedoms, the United Nations High Commissioner for Human Rights, all other national or international concerned with the Human Rights implementation.
The Sub-Department for International Cooperation is responsible for:
-drawing up cooperation policy and programmes with Cameroon’s partners relating to the promotion and protection of Human Rights;
- following-up cooperation projects between Cameroon and development partners with regard to the promotion and protection of Human Rights;
- assessing cooperation between Cameroon and development partners with regard to the promotion and protection of Human Rights;
- following-up international negotiations and codification conferences in conjunctions with the Administrations concerned;
- following-up activities of the International Court of Justice and the International Criminal Court, in conjunction with the administrations concerned.
This Department is located inside the main building of the Ministry of Justice in Yaounde.

PRESENTATION OF THE DEPARTMENT OF PRISON ADMINISTRATION

The Department of Prison Administration is part of MINJUSTICE's structures. This is placed under the authority of a Director.
In concrete terms, she is responsible, among other things:

  • Organization and monitoring of the functioning of the services under the Penitentiary Administration;
  • The definition of standards for the enforcement of sentences;
  • Monitoring the execution of prison sentences, custody and pretrial detention;
  • Respect, promotion and protection of human rights in prisons;
  • Development and monitoring of the implementation of plans and programs of work and production activities, as part of the development of the human potential in detention;
  • The development and monitoring of the implementation of plans and programs for the rehabilitation and social reintegration of prisoners;
  • The design and monitoring of the implementation of measures and plans relating to the security of penitentiary institutions;
  • Health, hygiene and prophylaxis in prisons, in relation with the Ministry of Health and the organizations concerned;
  • Human Resources Planning Management of the Penitentiary Administration;
  • Recruitment, training and retraining of Penitentiary Administration staff, in liaison with the Ministries in charge of the civil service and finance;
  • Career management of the staff of the Penitentiary Administration, in liaison with the Ministries in charge of the civil service and finance;
  • The definition of norms and the follow-up of studies relating to the development and rehabilitation of penitentiary infrastructures;
  • Monitoring activities related to the education of detained minors, in liaison with the Ministry of Social Affairs;
  • Cooperation with other countries to develop the capacities of the Cameroonian Penitentiary Administration;
  • Co-operation with national, regional and international institutions in the field of corrections and corrections.

The Directorate of Prison Administration includes:

  • Cell of Studies and Cooperation;
  • The Sub-Directorate of Penitentiary Staff;
  • Sub-Directorate of Infrastructures, Penitentiary Facilities and Budget;
  • The Sub-Directorate for the Execution of Penalties, Penitentiary Production and Social Reintegration of Detainees;
  • The Sub-Directorate of Prison Health;
  • The Order Service;
  • The Documentation and Archives Service.
